We have often wondered if the pioneers for Peoples Telephone had any idea the impact their decisions would have in the lives of their East Texas neighbors. These visionaries had the goal of connecting neighbor-to-neighbor, but laid the foundation to connect rural east Texas to the world.
Throughout the years and the vast changes in technology, we remain committed to the original vision of Peoples to provide quality communications and technology services to enhance the lives of our cooperative members. Although you know us as Peoples, we have very different and diverse product lines, each with their own history.
Peoples Telephone Cooperative, Inc.
Organized in 1952, Peoples Telephone continues to provide dependable, high quality telephone service in Wood County and beyond. In 1953, the Golden exchange was bought from Mr. and Mrs. G. A. Mason, with the first pole line being raised August 13th of the same year. With the aid of government funds made possible under the Rural Electrification Act, Peoples began with 263 members in five exchanges. By 1960, subscribership had reached 1,000 and two more exchanges had been added. By January of 1978, all 3,314 members had one-party service.
In 1981, the Yantis exchange became the first “digital” office of the Cooperative, replacing the “mechanical” step-offices. This was the first in a long line of central office upgrades that strengthened Management’s resolve to provide state-of-the-art telecommunications services to all members. Since 1987, Peoples has been operating as a digital company.
Peoples Communication, Inc.
In 1982, Peoples Communication, Inc. (PCI) was organized to provide additional services that could not be handled through the telephone cooperative, due to state and federal regulation. These services include long distance, voice mail, high-speed internet, and security and medical alarm services. PCI also provides the fiber optic cable connecting Peoples Telephone’s central offices. This fiber also connects subscribing schools to ET-LINC, a distance-learning consortium that connects schools across East Texas. In 2009, PCI began offering high-speed wireless internet service (WiMax) to unserved residents living outside of the cooperative footprint who were previously ineligible for high-speed internet service. Early 2012 marked the addition of LTE services to compliment the fixed wireless WiMax offering and expand the wireless internet offering.
Peoples offers fixed wireless broadband, Ignyte, in areas that are not served with our traditional DSL and landline service. This unlimited Internet service is available in 21 East Texas communities.
Peoples Network for East Texas
On August 18, 2010, Peoples Telephone became the recipient of a federal grant to lay over 600 miles of fiber optic cable throughout East Texas. This fiber network will provide the backbone to provide internet connectivity to industrial, medical and educational facilities spanning over 13 counties. In certain areas, Peoples will not only provide the fiber network, but will also be able to offer the end-user connection as well. The new fiber network will position Peoples to face the dramatically changing industry of telecommunications.
What does it mean to be a cooperative?
Peoples Telephone Cooperative is owned by the members—you, who buy our goods and use our services. Being a cooperative means we are wholly democratically controlled by you, the member, on a one-member, one-vote basis – meaning everyone has an equal voice regardless of equity share. Our board is made up of co-op members and elected by the members. Your board members are directly accountable to you through the nomination and election procedures. As an owner of the cooperative, any surplus revenues earned by the co-op that are not reinvested are returned to you based on your patronage.
Peoples Telephone Cooperative focuses on member needs while working for the economic development of communities thru new services. The co-op works hand in hand with local, regional and national structures to accomplish our mission of providing quality communications and technology services to enhance your life.
This is an agreement between Peoples Telephone Cooperative, Inc. or its affiliates or subsidiaries (“Peoples” or “we”) and you, the user (“you” or “customer”), governing your use of the websites, content, software and services offered by Peoples (“the Service”). By establishing an account, using the Service, using Peoples-provided software, using the equipment or indicating agreement through the software or website, you agree to be bound by this Agreement, including future revisions. You also hereby agree to use the Service in compliance with the current Peoples Acceptable Use Policy located in Section 14 herein.
Service will be provided on a month-to-month basis or as specifically stated in the Master Service Agreement and related Addenda for each particular service. Peoples reserves the right to increase prices of the Service after providing thirty (30) days written notice to you. Decreases to rates will be made without notice. Peoples reserves the right to change features of the Service at any time. Current Service prices and features may be obtained by visiting our website at peoplescom.net or by calling (800) 333-9779.

The Service speed can vary depending on location, line quality, inside wiring, Internet traffic, and other factors beyond the control of Peoples. Therefore, Peoples does not guarantee upload or download speeds. Some line stabilization may be necessary for service. Stabilization could include the lowering of provisioned line speed. Should this occur, Peoples will NOT be able to increase the line speed once the connection is stabilized.
Email accounts exceeding allotted email space may, depending on the Service and at Peoples’ discretion, be suspended and be transferred to a compressed temporary file or storage area or may be deleted. Peoples may delete the temporary file from the server sixty (60) days after notifying you.
Cancellation by the Customer:
If, after ordering, you are dissatisfied with the Service or any related terms, conditions, rules, policies, guidelines, or practices, your sole remedy is to discontinue using the Service, cancel your account by one of the following procedures, return any equipment belonging to Peoples and pay any cancellation fees that may apply. Upon cancellation, email service will be terminated and all files stored on Peoples servers will be deleted.
Peoples accepts cancellation requests by telephone or U.S. Mail. When Peoples receives your cancellation request, you will be issued a confirmation letter as your only proof of cancellation. The cancellation letter will provide instructions on returning equipment belonging to Peoples. Failure to return such equipment within thirty (30) days of receiving the confirmation letter will result in a charge for the equipment. Cancellations will become effective upon the last day of the billing cycle during which the requested cancellation date falls. Billing cycles run from the 16th to the 15th of the following month. For example, if you request to cancel your account on the first day of the month, your account will terminate on the 15th of that month, which is the last day of that billing cycle. Peoples Telephone Cooperative, Inc. & Subsidiaries
Network Transparency Statement
Peoples Telephone Cooperative, Inc. and its subsidiaries (“Peoples” or “Company”) provides this Network Transparency statement in accordance with the FCC’s Restore Internet Freedom Rules to ensure that you have sufficient information to make informed choices about the purchase of broadband services. Information about Peoples’ other policies and practices concerning broadband are available at www.peoplescom.net.
Peoples engages in network management practices that are tailored and appropriate for achieving optimization on the network considering the particular network architecture and technology of its broadband Internet access service. Peoples’ goal is to ensure that all of its customers experience a safe and secure broadband Internet environment that is fast, reliable and affordable. Peoples wants its customers to indulge in all that the Internet has to offer, whether it is social networking, streaming videos and music, to communicating through email and videoconferencing.
Peoples’ network management includes congestion- and security-protocol-management and customers generally will not be impacted by the protocols and practices that Peoples uses to manage its network.
A. Network Transparency Disclosures
Peoples uses various tools and industry standard techniques to manage its network and deliver fast, secure and reliable Internet service. Peoples believes in full transparency and provides the following disclosures about its network management practices:
- Blocking: Peoples does not block or discriminate against lawful content.
- Throttling: Peoples does not throttle, impair or degrade lawful Internet traffic.
- Affiliated Prioritization: Peoples does not prioritize Internet traffic and has no plans to do so.
- Paid Prioritization: Peoples has never engaged in paid prioritization. We don’t prioritize Internet for consideration to benefit particular content, applications, services or devices. Peoples does not have plans to enter into paid prioritization deals to create fast lanes.
- Congestion Management: Peoples monitors the connections on its network in the aggregate on a daily basis to determine the rate of utilization. If congestion emerges on the network, Peoples will take the appropriate measures to relieve congestion.
On Peoples’ network, all customers have access to all legal services, applications and content online and, in the event of congestion, most Internet activities will be unaffected. Some customers, however, may experience longer download or upload times, or slower surf speeds on the web if instances of congestion do occur on Peoples’ network.
Customers using conduct that abuses or threatens the Peoples network or which violates the company’s Acceptable Use Policy, Internet service Terms and Conditions, or the Internet Service Agreement will be asked to stop any such use immediately. A failure to respond or to cease any such conduct could result in service suspension or termination.
Peoples’ network and congestion management practices are ‘application-agnostic’, based on current network conditions, and are not implemented on the basis of customers’ online activities, protocols or applications. Peoples’ network management practices do not relate to any particular customer’s aggregate monthly data usage.
Peoples monitors its core links for congestion concerns and issues. If capacity exceeds Peoples standards, additional capacity will be added to the affected link or traffic may be re-routed to an un-congested link.
- Application-Specific Behavior: Except as may be provided elsewhere herein, Peoples does not currently engage in any application-specific behaviors on its network. Customers may use any lawful applications with Peoples.
- Device Attachment Rules: Customers equipment that are subscribing to DSL or fixed wireless broadband services are authenticated via MAC address. Only one MAC address is allowed per account. For best results, DSL modems, wireless modems, or other proprietary network gateways used on the Peoples broadband network should be provided by Peoples. Customers may attach devices of their choosing to their modems, including wired or wireless routers, laptops, desktop computers, video game systems, televisions, or other network-enabled electronics equipment. However, customers are responsible for ensuring that their equipment does not harm Peoples’ network or impair the service of other customers. Peoples is not responsible for the functionality or compatibility of any equipment provided by its customers. Customers are responsible for securing their own equipment to prevent unauthorized access to Peoples’ broadband network by third parties and will be held responsible for the actions of such third parties who gain unauthorized access through unsecured customer equipment.
- Network Security: Peoples knows the importance of securing its network and customers from network threats and annoyances. The company promotes the security of its network and patrons by protections from such threats as spam, viruses, firewall issues, and phishing schemes. Peoples also deploys spam filters in order to divert spam from an online customer’s email inbox into a quarantine file while allowing the customer to control which emails are identified as spam. Customers may access the spam files through the email. Spam files are automatically deleted if not accessed within 30 days.
As its normal practice, Peoples does not block any protocols, content or traffic for purposes of network management, but Peoples may block or limit such traffic as spam, viruses, malware, or denial of service attacks to protect network integrity and the security of our customers.
B. Network Performance
- Service Descriptions
Peoples deploys Internet access to its subscribers via DSL, fiber and fixed wireless broadband.
- Network Performance
Peoples makes every effort to support advertised speeds and will troubleshoot customer connections as needed to resolve speed and application performance caused by Peoples’ network. Peoples measures availability, latency, and aggregate utilization on the network and strives to meet internal service level targets.
However, the bandwidth speed at which a particular distant website or other Internet resources may be downloaded, or the speed at which your customer information may be uploaded to a distant website or Internet location is affected by factors beyond Peoples’ control, including the speed of the connection from a distant web server to the Internet, congestion on intermediate networks, and/or limitations on your own computer equipment, including a wireless router. In addition, your service performance may be affected by the inside wiring at your premise and/or the number of connected devices operating on your network. Accordingly, you, the customer, must consider the capabilities of your own equipment when choosing a Peoples broadband service. Your computers and/or wireless or other networks in your homes or offices may need an upgrade in order to take full advantage of the chosen Peoples broadband plan.
For the wireless service, Peoples measures Bit Error Rate (BER) and the Received Signal Strength Indicator (RSSI) parameters for transmission rates, latency, and traffic every 15 min. For DSL, Fiber and T1 service, Peoples measures traffic every 5 min. All services are best effort.
Peoples tests each service for actual and expected access speeds at the time of network installation to demonstrate that the service is capable of supporting the advertised speed.
Customers may also test their actual speeds using the speed test located at http://peoples.speedtestcustom.com on Peoples’ website and may request assistance by calling our business office at 800-333-9779 or by email at [email protected]
Based on the network information Peoples receives from its monitoring efforts, Peoples’ network is delivering data transmission rates advertised for the different high-speed Internet services. To be sure, Peoples has implemented a program of testing the performance of its network by using a test protocol similar to the one sanctioned by the FCC. We installed specific network performance monitoring equipment at aggregation points across our network and conducted a series of tests using this equipment. Peoples reports the results of this testing below. This result applies to both upload and download data rates, and applies for measurements made both at peak times and over a 24-hour period:
Download and Upload Results
- Impact of Non-BIAS Data Services
Peoples provides Voice-over-the-Internet-Protocol (VoIP) to its fixed wireless customers. The VoIP traffic uses private RFC 1918 addresses, dedicated paths for VoIP and QoS on the routers/switches it touches. The QoS priority is based on the source and destination IP. Where VoIP traffic is combined with best effort Internet traffic and QoS priority is employed, the network could endure marginal delays if there are instances of bandwidth contention, although very unlikely.
